The Emperor
The Emperor sits on a stone throne carved with rams' heads, in a landscape with no soft ground in it at all. Where The Empress provides, he defines. The card is about structure: the rule that holds, the boundary that does not move, the decision that stays decided. He turns up when a situation is failing for lack of shape rather than lack of feeling. The team with no owner, the relationship with no agreement, the plan everyone likes and nobody scheduled. His answer is unglamorous and usually correct — write it down, name who decides, set the limit and hold it. His failure mode is structure that outlives its purpose. Authority that cannot be questioned stops being leadership and becomes rigidity, and the father in this card can be the one who protects or the one who controls. The difference is whether the rules still serve anybody.
